The world No.2 will skip the clay court Grand Slam, which starts on Sunday, in a bid to be fully fit for Wimbledon.
"It's a really tough decision," Murray said. "I love playing in Paris but, after seeking medical advice, I am not fit to compete.
“Apologies to the organisers. Thanks to everyone for the messages of support. Now my complete focus is on getting back on the court as soon as possible."
Murray cast doubt over his participation in Paris after pulling out of last week’s Internazionali BNL d’Italia with a lower back injury.
Despite battling back from a set down against Marcel Granollers, Murray retired at the end of the second set and said he would be “surprised” if he was fit to play at the French Open.
