Barcelona was competing with Valencia to stage the event, with the Spanish tennis federation voting in favour of the Catalan city by 13 votes to one at a meeting at the Real Club de Tenis Oviedo.
The Palau Sant Jordi was the venue for Spain’s first triumph in the competition nine years ago against Australia.
The final will be contested from December 4-6.
